When someone becomes homeless, the question they most urgently ask is: where will I sleep tonight? The answer to that question depends on their circumstances, their eligibility under housing law, and what their local authority is required to do.
Understanding who qualifies for emergency housing — and how — is one of the most practically important things a frontline worker can know. The law is complex, local authority practice varies significantly, and many people who should receive emergency accommodation do not know their rights or how to advocate for them.
This module introduces the legal framework for emergency housing in England, drawing on Shelter England's guidance on emergency housing from the council. It covers the key tests local authorities apply, what emergency accommodation involves, and how to support someone to access it.
This is a Foundation-level module within Subject 7: Housing and Homelessness Systems.
